While no formal online code was located regarding an ice barrier, Greg Thomas of Quinter, KS responded as follows: "All roofs are built with an underlayment between the roof and the shingle. This is often a roll out felt type moister barrier. A heavier ice barrier under the shingle near the roof eve is not required in the City." (Per email dated 2/28/20.)
