Overview
For residential properties, Prairie Du Chien adopted the "Wisconsin Uniform Dwelling Code." See Prairie Du Chien Code, Ch. 14, § 14.19 (referring to Chapters Ind 20 through 25, which have been renumbered ILHR 21-25 and more currently SPS 321 to 325) and Prairie Du Chien Code, Ch. 14, § 14.07 (referring to ILHR 20 through 25 renumbered SPS 321 to 325).
For commercial properties, Prairie Du Chien adopted the Wisconsin state commercial code. See Prairie Du Chien Code, Ch. 14, § 14.07 (referring to ILHR 50-64,and 66-69, 81-85, 160-164 which have now been renumbered at SPS 361, etc).
Wisconsin adopts its very own residential building code by regulation. See Wis. Adm. Code § SPS 320 (accessed 11/11/2013). In other words, it has not adopted the IRC. The Wisconsin code is a statewide code that applies to new construction, but allows local jurisdictions to adopt the code, extend it to existing buildings, and add requirements.
Wisconsin adopted the 2009 IBC with amendments. See Wis. Adm. Code § SPS 361.05 (accessed 11/15/2013). Wisconsin amends its commercial code by Administrative Code. See Wis. Adm. Code § SPS 361, Administration and Enforcement; Wis. Adm. Code § SPS 362, Building and Structures.

construction, typically merit extra consideration in a current updated code.
The Wisconsin code is a statewide code that applies to new construction, additions and alterations for buildings constructed after 1980. Wis. Adm. Code § SPS 320.04 Applications (accessed 7/9/2014). The Prairie Du Chien municipal is slopily written regarding existing residences. However, based on the permit requirements, it seems that the city might apply the code to work other than minor repairs. See Prairie Du Chien Code, Ch. 14, §§14.02, 14.03, 14.04.
