Hagerstown, MD, adopted the 2012 IBC and IRC with amendments. Hagerstown, MD, Municipal Code § 64-1 (adopt IBC), § 64-2 (amend IBC), § 64-1 (adopt IRC), and § 64-1.2 (amend IRC).
The IRC was amended to read as follows:

"R313.2 One- and two-family dwellings automatic fire systems. An automatic residential fire sprinkler system shall be installed in one- and two-family dwellings.
|

Exceptions:
|
|
1.
|
An automatic residential sprinkler system shall not be required for a one-family detached dwelling.
|
|
2.
|
An automatic residential sprinkler system shall not be required for additions or alterations to existing buildings that are not already provided with an automatic residential sprinkler system.
|
|
3.
|
An automatic residential sprinkler system shall not be required for a property not connected to an electrical utility.
|
|
4.
|
An automatic residential sprinkler system shall not be required for a one- or two-family dwelling constructed on a lot served by an existing water service line from a water main to the property line that was approved by the City and:
|
|
|
(i)
|
Is less than a nominal one-inch size;
|
|
|
(ii)
|
Was installed before March 1, 2011; and
|
|
|
(iii)
|
Is fully operational from the public or private main to a curb stop or meter pit located at the property line."

Existing buildings, meaning buildings that were built in accordance to code at the time of
construction, typically merit extra consideration in a current updated code.
