While no formal online code was located regarding an ice barrier, Andy Zimmerman, Manager of the Bureau of Code Enforcement for Erie, PA confirmed it is required with this response, "Ice barriers are required for new construction, it must be installed (24” or 36” depending on the slope) past the interior surface of the exterior wall. The State of Pennsylvania and the City of Erie do not require permits for residential reroofs." (Per email dated 12/7/20.)
