After researching, we were unable to locate the building code adoption ordinance. Accomac, VA falls under the jurisdiction of Fairfax County, VA.

With regard to drip edges, the state code deletes Section R905.2.7.1. See 2012 VA Res. Code § R905.2.7.1 and 2012 Virginia Construction Code (USBC, Part I)(see para. 77, pg. 56).  So, no drip edges are required on residential asphalt roofs.

With regard to ice barriers, the state leaves it to local jurisdictions. 2012 Virginia Construction Code (USBC, Part I)(see pg. 5).  The county adopted a table R301.2(1).  Ice barriers are required.
