The 2018 NC Residential Code provides that ice barriers are required if the average January temperature is 25 degrees or less or if a designation is made in Table R301.2(1). 2018 NC Code § R905.1.2.

According to NOAA, the average low in January is 30 degrees and average high is 52 degrees. Therefore, based on the language, no ice barriers are required. Nothing in the municipal code amends table R301.2(1) to require ice barriers.
