Santa Clara adopted the 2013 California Residential Code, and did not adopt the Appendix Chapters. Santa Clara County, Cal., Muni Code Div. C3, ch.II § C3-20

Santa Clara amended the 2013 California Residential Code, but did not include a reference to Table R301.2(1) Climatic and Geographic Design Criteria. Santa Clara County, Cal., Muni Code Div. C3, ch.II art.2.

The County amended Chapter 9 of the 2013 California Residential Code as follows:

(a)  Section R902.1.4.1 is added to read as follows:

R902.1.4.1 Roofing coverings within the Wildland-Urban Interface Fire Area. The entire roof covering of every existing structure where more than 50 percent of the total roof area is replaced within any one-year period, the entire roof covering of every new structure, and any roof covering applied in the alteration, repair or replacement of the roof of every existing structure, shall be a fire-retardant roof covering that is at least Class A.

Commercial Building Code

Santa Clara County adopted the 2012 IBC, statewide with limitations. Note that adoptions usually come with amendments. So, it is important to review those amendments in addition to the unamended model code.
