Contacted Kim White, Town Planner, (6/25/2020) who informed us of the following:

"Yes, Ice barriers are required.

The Town follows international building codes for items not listed specifically in the municipal code, per 9-1-2 (see below). The building permits are processed through the Town and the County.  The county code states:

R905.1.1 Ice barrier. AN ICE BARRIER THAT CONSISTS OF AN APPROVED SELF-ADHERING POLYMER MODIFIED BITUMEN SHEET SHALL BE USED IN LIEU OF NORMAL UNDERLAYMENT ON ALL SLOPED ROOFS. THIS ICE DAM PROTECTION UNDERLAYMENT SHALL BE INSTALLED FROM THE EAVES TO A POINT 6 FEET INSIDE THE EXTERIOR WALL LINE OF THE BUILDING AND 24 INCHES FROM THE CENTER LINE OF ALL VALLEYS, FULLY ADHERED TO THE SUBSTRATE ON ALL HABITABLE STRUCTURES. Exception: DETACHED ACCESSORY STRUCTURES THAT CONTAIN NO CONDITIONED FLOOR AREA."

Existing buildings, meaning buildings that were built in accordance to code at the time of construction, typically merit extra consideration in a current updated code.

There is no mention of the adoption of Appendix J of the 2018 IRC.
