Overview

Poway adopted some  2013 California Building Standards Code. Poway, Cal., Muni Code tit 15 Buildings and Construction.

However, cities and counties are required by state law to enforce CCR Title 24 (California Building Standards Code). Cal., Health and Safety Code § 17960

Residential Building Code

Poway adopted the 2012 IRC, locally. Note that adoptions usually come with amendments. So, it is important to review those amendments in addition to the unamended model code.

Poway adopted and amended the 2013 California Residential Code, the city  adopted Appendix H of the State's adopted 2013 California Residential Code, but did not adopt Appendix J. Poway, Cal., Muni Code § 15.10.010 ; Poway, Cal., Muni Code ch. 15.10Poway, Cal., Muni Code §§ 15.10.060 and 15.10.030.

The City Council altered the state's adopted 2012 IBC, to require more fire retardant roof coverings, because it found that some geographic and topographic conditions (many large brush-covered hillsides subject to Santa Ana conditions consisting of dry gusting winds, which create extreme fire dangers) necessitated greater fire protection than that provided by the 2013 California Building Code. (Ord. 761 § 4, 2014). Poway, Cal., Muni Code § 15.10.020.

The city amended Section R902.1.3 of the California Residential Code to read as follows:

R902.1.3 Roof coverings in all other areas. The entire roof covering of every existing structure where more than 50 percent of the total roof area is replaced within any one-year period, the entire roof covering of every new structure, and any roof covering applied in the alteration, repair or replacement of the roof of every existing structure, shall be a fire-retardant roof covering that is at least Class A. (Ord. 761 § 4, 2014).
